Advice phase
Quality advice allows you to save a lot of time and money. With this in mind, REASeuro offers advice on all matters pertaining to explosives.
At the same time, REASeuro provides a realistic and fair indication of costs for possible tracts within your project. That is why our consultations are both practical and clear.
REASeuro has developed a comprehensive approach consisting of 5 separate phases of the complete Unexploded Explosive Ordnance (UXO)-soil investigation. This approuch gives, as the client, an overview of the entire process of UXO-soil investigation, from advice to implementation.
Phase 1 – Historical research
The Historic Research informs you regarding the risk of possible Unexploded Ordnance (UXO) within your project. Our team of academic historians and UXO-experts assesses the acts of war that may have led to remaining unexploded ordnance in the work area. They only use factual evidence in doing so. REASeuro also advises on possible courses of action within your projects.
Over time, REASeuro has accumulated a wealth of factual material, such as aerial photographs, literature, reports, and maps. In order to geographically place this material, REASeuro has commissioned a tailored Geographic Information System (GIS). This allows us to visually report our findings.
Phase 2 – Project Risk Assessment
Before any ground moving works may be carried out a Project Risk Assessment is to be conducted, consisting of desk research ascertaining the risks of the works in relation present UXO.
Because it’s imperative the PRA is conducted diligently, we employ teams of historians, engineers, GIS-specialists, and (senior) UXO-experts.
The work area is subjected to a thorough survey. This provides an overview of soil consistency, ground level, the level of ground water, quality of the soil, archaeological values, and other potential interferences.

Operations phase
Once the advisory phase has been completed, the implementation phase follows in which a comprehensive projectplan is drawn up that fully complies with all statutory regulations.
Phase 3 – Project Management Plan
This report thoroughly explores all aspects prior to and during the UXO research. The report aims to provide instructions on the carrying out of work, so as to mitigate risks for both employees and the environment. Amongst the matters factored in are the project’s backgrounds, organization, methods and safety aspects.
The plan will be formulated in accordance with the governing occupational safety regulations and CS-OOO (Netherlands).
Phase 4 – Execution
After all involved parties have signed off on the project plan and it’s been finalized, the actual detection and potential clearing of explosives can be carried out.
Naturally this is not without risk. Carrying out the works in a meticulous and safe way is in the best interests of the client, the employees on the ground, and the environment.
Detection
Nearly every project that is underway begins by conducting a detection sweep, to assess the presence of potential explosives by using relevant detection equipment and subsequently studying the output. Based on the results of the detection sweep, the need for specific follow up steps is ascertained.
The interpretation of the results is done by or under the auspices of a senior UXO expert. REASeuro is specialized in all facets of UXO soil research, including (but not limited to) the below methods;
- Realtime depth detection: detection to great depths at high speeds
- Surface water bottom detection: our equipment allows us to detect the bottoms of even large surface water bottoms quickly and effectively.
- Diving: joint with our partner Q-ceas we also carry out UO research underwater
- Ordnance separation installation: in order to continue dredging effectively, our ordnance separation installation can be used to filter through dredging sludge. This allows for fast, safe and efficient separation.
Approaching
During the approach, the exact position and depth of the object are determined in 3D. By excavating layer by layer, either manually or with secured machines, the object is exposed.
Identifying
In the identification phase the determination is made whether the disturbance is indeed an explosive, what kind of explosive it is, and its condition.
Securing (temporarily)
After approaching and identifying, the potential risks are assessed, and the explosive is secured temporarily. The goal is to manage the risks the explosive has on the environment till the moment of neutralisation or transferral into the authorities’ care.
Phase 5 – UXO Clearance Certificate (PVVO)
The UXO Clearance Certificate provides an overview of the UO research, including the methods, results, and specifics. These data provide the foundation for the conclusion and recommendations. Evaluating the implementation and compare the results to the results of previous steps in the process, as well as the assignment (budget and planning). Also providing a document attesting the fact there are no remaining explosives.

Reimbursement request
The Dutch government offers, under certain circumstances, a (partial) reimbursement of the costs of detecting UXO. This reimbursement is offered to municipalities exclusively, and is provided by increasing the municipality’s allowance. REASeuro offers coaching and support in requesting this reimbursement. We do this by drawing up budget estimations and council proposals which are needed for the reimbursement request. The request is founded in the HI-UO and PRA-UO.

Better safe than sorry
High quality advice excludes the risks associated with the spontaneous finding of explosives. That is why the better solution is to ascertain the potential problems with explosives beforehand, by conducting a thorough UO research.
Historical Quickscan – UXO
Through many years of international cooperation, REASeuro has attained substantial experience in conducting offshore research in relation to unexploded ordnance (UXO). In addition, REASeuro is in the possession of a large database consisting of historical sources such as aerial reconnaissance, operation record books and archive materials, among other things.If you are in need of information regarding the possibility of encountering UXO in your project area, REASeuro can provide you with a Historical Quick Scan – Unexploded Ordnance (HQS-UXO).
The quick scan will provide clarity on issues such as:
- Relevant military events, battle activities, aerial attacks on ships, airplane crashes, shipwrecks, laying of minefields, munitions dumping and submarine activities.
- The possible calibres and type of expected UXO.
The HQS-UXO will be performed with sources which are currently in the REASeuro database and open sources in a short amount of time. Therefore, it provides an indication if UXO might be present in the project area. In addition, REASeuro can offer follow-up advice on risk mitigation concerning your project and UXO.
